The resorts remain closed and it seems very little progress has been made in resolving the issue. This seems to be turning into an all-too-familiar, drawn-out debacle in Nepal.
The issues seem to be 3-fold:
* technicalities around the tender process and renewal of contracts with the government
* outstanding revenues and taxes to be paid - the resorts have not paid these since 2004, claiming exemption hard times during the years of the Maoist insurrection
* conservationists are claiming that concrete infrastructure built by the resorts should not have been allowed and are affecting the biodiversity of the region.
