Bolts at the top of Tugela falls was created by lizelle

I saw a thread in a climber's forum at the beginning of June wrt. bolts/abseil anchor placed at the top of the Tugela falls. Nobody seems to know who placed it or what the purpose of it is. We went up there this past weekend and couldn't miss it.
It looks brand new. Any ideas?

Thanks for posting it lizelle. No idea who dunnit and why, but I can only hope the proper procedures were followed. I'll pass it onto the authorities so that they are aware of it.
