I was on top of the Amphitheatre this weekend. Chatted to the guys at Witsieshoek, the Lesotho military has been told they aren't allowed to enter SA and that the Tugela River is not in Lesotho (their status as actual military is still unconfirmed by the SA military) - so they are no longer on top of the Amphitheatre. So we bumped into around 15 shepherds over the weekend (all friendly, no conflict at all).
